A player is in an offside position if any part of the head, body, or feet is closer to the opponents’ goal line than both the ball and the second-last opponent — arms do not count for offside position. Being in that position is not an offence until they become involved in active play.
VAR offside lines are a technology layer on top of Law 11. “Level” is onside.
