The Prime Minister is the head of the Council of Ministers and, in classroom language, the real executive of the Union. Article 75 says ministers are appointed by the President on the advice of the Prime Minister and hold office during the President’s pleasure — which, in a parliamentary system, tracks the confidence of the Lok Sabha.
